Karachi: The International Cricket Council is considering an option to move back its headquarters from Dubai to London after the Indian cricket Board submitted a proposal at the last ICC board meeting, according to media reports.

The 'Dawn' newspaper claimed BCCI President Shashank Manohar submitted the proposal and most of the affiliated members of the ICC favoured it.

"All the affiliated members agree on the proposal and they have asked (ICC) President David Morgan and chief executive Haroon Lorgat to undertake a study of what would be required to move back the ICC headquarters to London," the report said.

"However, President of the Zimbabwe Cricket Union, Peter Chingoka cautioned that while he was also in support of moving back the ICC headquarters to London it was important to ensure that meetings should be held at locations where all members could attend," the report said

Chingoka's concern stems from the strong policy of the British government on diplomatic ties with the Robert Mugabe government in Zimbabwe and Chingoka have faced visa problems traveling to the United Kingdom.

The ICC had shifted its headquarters from Lord's to Dubai in 2005 when Pakistani-born Ehsan Mani was President of the world body.

The decision was taken to save taxes on ICC earnings and Dubai was also preferred because of its central location and booming economy.

The report said that while it was not confirmed whether the ICC is facing financial losses having its headquarters in Dubai but at the last board meeting, the ICC chief financial officer K Das had presented a paper on the 2010 ICC central budget proposal and submitted a revised budget with a deficit of $230,000.

The ICC board has decided to revise the budget and overcome the deficit with cuts in many areas of expenditure like travelling.
